What brand of Cream to Powder are you wearing? Every brand uses a slightly different name set. For instance, my foundation shade is:
Cover Girl: Buff Beige
Maybelline: Buff Beige
L'Oreal: Nude Beige (L'Oreal also has a Buff Beige but it is a LOT darker.)
Elizabeth Arden: Beige
Clinique: Cream
MAC just uses numbers, and I've never shopped for MAC foundations--I'm certain it's great stuff, but at $26 a bottle? No.

liquid might wear off your skin because of sweat.. on the other hand powder foundation can feel heavy and clog your poures.. the best option is to use liquid set it with a tiny amount of (translucent) powder and buy a fixing spray.. for example (mac fix +)
It really depends on what type of foundation you're using. If you're using liquid, apply concealer after. If using cream, the order is optional. If using powder, concealer goes on first.
