The use of a telescope from orbit is going to be more clear. It is not very easy to do so, though. The orbit eliminates atmospheric interference. However, you have to get the telescope into orbit in order to use it. And connect to it from your remote location.

Well, we can assume so, at least with the aided eye. Phobos and Deimos, the two moons of Mars, can easily be seen from Earth with the correct telescope, so it would be even easier on Mars, with less atmosphere and a shorter distance.
Carbon dioxide and other greenhouse gases are opaque to infrared radiation, therefore the less atmosphere there is for an infrared telescope to look through, the more you will be able to see.
