If you r World of Warcraft account got messed up and says no payment method can you start a new account with the same disc?

The installation key that is included with your discs was used to create your current account. While you can still install World of Warcraft with those discs, if your account is messed up, you cannot use the same key to create a new account. You can, however, go to the Battle.net account page, and create a new account from there. "No payment method" however, means that your account does not have a registered means of payment. Having a subscription or using a game card should make your account active again. If this is not the case, you can contact Blizzard customer support to receive help.

Are they going tomake a new World of Warcraft?

Currently, World of Warcraft is very popular, and Blizzard is working on a new expansion to the game, Cataclysm, which will change the look of the world forever. But, since the game is still very popular, there isn't going to be a "World of Warcraft 2" unless the popularity of the first game dwindles.
