Go into bios and verify that the USB is enabled.
Then check the system settings to make sure all drivers are installed and functioning properly. [Control panel, System, Hardware (tab), Device manager (button), expand the USB list and make sure everything looks right, install or re-install USB drivers as necessary ]

Your hard drive cable is probably disconnected or your hard drive crashed.
You may need to update your driver or assign the drive a letter under disk management. I would try those two things if the USB is detected but not showing up in My Computer.

You should NEVER unplug your hard drive with your computer still powered on. It will destroy the drive.

Connect the hard drive from the failed computer to another computer and backup all your stuff.
