If they do (keep picking on you) and if you can prove it in a court of law, contact a good civil rights attorney. You may have a case. Do what you can to get the Colorado warrant dismissed for "failure to prosecute". They know where you are and refuse to come get you. That brings the whole issue of "speedy trial" to the forefront.
Yes, it is legal to own lock picking tools in Colorado.
Yes
It is average, but DO NOT go picking anything, because it would get WORSE!
They get on a plane, fly to CA, meet up with the local law enforcement agency and then go and pick up the person and personally fly them back to MN. Obviously the person they are picking up must have a warrant out for their arrest.
If the person is being held for extradition. once the process has begun it takes as long as it takes. It is nowhere near as easy as simply driving over the state line and picking them up. A formal inter-state legal and administrative process must be begun and followed in order to legally take custody of the defendant and remove them from one state to another. If you haven't heard anything in 30 days file a Writ of Habeus Corpus to determine where the process stands.
Usually not in Texas, but have a better likelihood in Oregon or Idaho. But most often they will not extradite you even if you are in a neighboring county. I would take care of your warrant, because with the new flying disclosure law of names and birth dates they have been picking up more warrants out of the airport. So you may want to take care of the warrant so when you go on a vacation out of the country you are not arrested upon entry. Also See Discussion Page:

Generally, yes. IF they are on a lead. If they are just loose, it's a violation of the "leash law" and you'll draw fire from homeowners. The golden rule applies. Why can't we all just get along?
Possibly, as in the term picking machine (agricultural), although this may be a noun adjunct.Picking is the present participle of the verb (to pick) and may be a verb form, participial, or noun (e.g. picking a team, picking cotton, picking your nose, picking through trash).
