Weight changes for one reason, gravity. If you are standing on flat ground, you will weigh more than if you were 1,000 feet in the air. If you are in space, you float because there is no gravitational pull acting on you. When on Earth, the farther away from the Earth's core you are, the less you will weigh.
I'm 27, 4'11", I weigh 102lbs and I consider myself healthy and normal, not over or underweight. I think I look better when I'm about 98lbs or so, but a lot of that depends on your build/frame.

Hun, I'm 5'4" and almost 18. I weigh 135 and I'm considered skinny. The only reason i weigh that much is because of muscle. So at 5'4" and 104 lbs, no that is not over weight. Heck if I lost enough to weigh 104 i'd have nothing left on me! :)
