Make an appointment to see your doctor and discuss the situation with him. It may be that you have started puberty but have not recognised the first signs. Of course it might be that you do have delayed onset of puberty. If that is the case there are treatments which can trigger puberty to start. Don't be embarrassed about the situation, you are not to blame for anything and your doctor has seen plenty of boys' penises so he won't be shocked.
