Initially he sought to suppress the series of revolutions with the military, but quickly withdrew them and placed himself as the Head of Government, pledging to reunify Germany, establish a liberal Government, formed a national Assembly, and ordered that a Constitution be drawn up. Once his position was more secure again, he re-ordered the military occupation of Berlin and dissolved the Assembly, but retained the Constitution and remained committed to German unification.
