As far as I know Pakistan has had a democratic government under Zulfiqar Ali Bhutto(the founder of Pakistan's current ruling party,Pakistan's peoples party) later twice under Benazir Bhutto,Z.A bhutto's daughter and also the current government is said to be democratic.There can be other democratic governments in Pakistan before but i only think of these as these are the most known ones.

Uganda claims to be a democratic government but in actual sense democracy does not exist. There is no freedom of speech, when you talk about the president, the next thing you know is your in prison. In general there is no freedom in uganda. Power is in the hands of those controlling the government.
