Without a reason for war; there would be NO confrontation between the US Navy and the Japanese Navy. If the question is asking: Could the Japanese Navy stop the US Navy in 1941 (which was the year of the beginning of the US involvement in WWII...the Pearl Harbor attack); Yes, the Imperial Navy was MUCH BETTER trained and equipped than any other navy in the world in 1941.
