In Australia can handcuffs be used in a citizen's arrest I have a pair and people have been stealing from my store and was wondering if it was legal for me to detain them like that?

In Australia, it is permitted to use "reasonable and proportionate force" to prevent the escape of the offender while you call the police. However, the guidelines on the Australian Federal Police website for effecting a citizen's arrest (see the related link) stipulate that you must be absolutely sure that they have stolen from you and have no intention of paying.
