In Australia, it is permitted to use "reasonable and proportionate force" to prevent the escape of the offender while you call the police. However, the guidelines on the Australian Federal Police website for effecting a citizen's arrest (see the related link) stipulate that you must be absolutely sure that they have stolen from you and have no intention of paying.
