Yes he's dead, he was shot by a Silurian and the crack "took" him wiping him from existence, however as the Doctor said time can be rewritten, so it is possible for him to come back some how.
In season 5 Rory did die but he came back as a plastic roman nestene in the Pandorica Opens. In the Big Bang the Doctor basically blows up the universe and re-creates the big bang so basically the whole universe was reset.
In actual fact Rory has died 5 times if you include season 6.

The Doctor said earlier, in the same story arc, that once it is written down and read, it has to happen. So Rory has to stay in the past and never return.
