If you select one cell, it will be active. However, if you select multiple cells at once, only one can be the active cell. That is usually the cell you select first.

When a new Excel worksheet is first opened, A1 is the active cell. It can be changed after that.

If a single cell is selected it is the active cell. If more than one cell is selected, then the first one that is selected is the active cell.
