That bar, in Firefox or any other Windows application, is know as the Menu Bar.
In relation, the other bars you see in different programs are most often known as Toolbars, which can usually be shown or hidden via:
View -> Toolbars -> <name of toolbar>
(or equivalent, some programs might have this option elsewhere, you might have to hunt around)
For example you also have the Navigation Toolbar, which has your back, forward, homeand reload buttons and the address bar, and the Boomarks Toolbar, which is self explanatory :)
In Firefox's menu bar, click on "File" - then click to remove the check mark next to "Work Offline".
