It is a law in Florida that a comprehensive exam be preformed and the proper cleaning be diagnosed by a dentist before the hygienist can clean the teeth. An annual exam is also required by law to be preformed on all patients of record at least every 13 months. A patient needs to be evaluated at least every 13 months to monitor health of the oral cavity and to insure the absence of periodontal (gum) disease. The dental hygienist is highly trained in gather the information that the dentist will use in his evaluation, but only the dentist can diagnose periodontal disease under Florida law. This determines what type of cleaning the patients will need. I don't know the statue number.
