In the USA, 16" inches is the minimum barrel length in all 50 states, per federal law, and 18" inch minimum barrel length in some areas. Overall length of a rifle needs to be longer than 26" inches unless you obtain an AFT NFA "short-barrel" rifle tax stamp.
In a few states you can legally own a "short-barrel" rifle if you license it with the BATF. Some gun owners make a "trust" or "living will" and or form a corporation or non-profit corporation to title their firearms in states you can not personally own a "SBR" in. Some states allow personal ownership of "NFA" firearms. "National Firearms Act, of 1934" is the law that restricted machine guns, silencers, and short-barreled rifles and shotguns, in 1934 during the prohibition.
To clarify these laws, ask for the Firearms Dept at the closest BATF office, or Firearms Dept at your local police or sheriffs department. Most gun ranges, and gun shops will be able to help if you ask for a "Class III" expert.
