The hunters had been tracking pigs in the jungle with Jack. According to Ralph the rest of the boys were, and I quote... "They're off bathing, or eating, or playing."
The rest of the boys were playing and splashing around in the water at the beach. They were enjoying themselves and not focused on helping Ralph and Simon build the shelter.
because when Ralph and Simon was were building the shelter, the other boys was were swimming and jack was hunting, when they returned back the conflict open again between the jack and Ralph.
In chapter three: Huts on the Beach Ralph and Simon are in the process of constructing the third shelter.
Jack came back from an unsuccessful day of hunting and fought with Ralph over the priorities on the island, ans Simon ran off.
Simon tells Ralph that he will get home safely in "Lord of the Flies." Simon has a mystical and intuitive connection with the island and its surroundings, allowing him to offer comfort and reassurance to Ralph.

In Lord of the Flies, a lot of the work on the island, such as building shelters and maintaining the signal fire, was mostly done by Ralph and Simonβat least in the early stages of their time on the island. These two boys showed dedication and responsibility in their efforts to establish order and civility among the group.
