Carnival PQ is the best experience up until level 51. You can do a 'Grind PQ', where you ask the other side to send Rombots for maximum experience, and it becomes irrelevant who wins because both sides get massive experience. You can also Trade Wins, although Grind PQ is much more popular.

Or you can try LA if you have a Zakum Helmet and high dex.
