You always need to obtain a drivers permit--regardless of age. You take the written test for the permit, go and get some hours behind the wheel with another driver, and then take the actual driving test for the license.

You'd have to be a resident of VT, and you'd pretty much have to go through the process again... unrestricted drivers licenses are reciprocal and can be transferred right over - this does not hold true for learners permits.
You can get you learners permit at 15 and your drivers license 1 year after you get you permit.
