you first get a style change after beating the bubble brigade and Lan's dad will phone you to tell you about style changes. there are actually a lot of styles because of the different elements that go with most of the styles which are fire, wood, aqua and electric.
as for styles there is guts style, team/brother style, bug style, shield style, custom style, ground style and shadow style
and there are certain mega chips that go with these styles water/waterline/Fountain, Fire/Standout/Salamander, Wood/GaiaSword/GaiaBlade, Electric/Lightning/Bolt
Essentially just battle with different . . . styles. After about 100 battles, while you're looking for a new style, you'll get a new style. Shocker. The element that comes with the style is completely random, but the other factors are controlled by how you play. If you use chip combos and program advances obsessively, you'll get custom style. If you use invis, mole, shadow, and antichips (damage, sword, recover, navi) you'll get shadow style. If you use barrier chips a lot, you'll get shield style. If you use your buster a lot, you'll get guts style. If you use navi chips obsessively, you'll get team style. And if you start every virus battle with a bug you'll get bug style.
You have to use Navi chips obsessively while searching for a style. If you're fishing for that particular style, start looking for a style, then battle in ACDC using only Navi Chips if possible, and avoid using your buster. You can string out battles in ACDC to go through your folder to reach the Navi chips.
The styles in MegaMan BattleNetwork 3 Blue are: Custom, Team, Guts, Shield, Bug, and the Blue version exclusive Shadow. They will be in tandem with the four elements fire, water, electric, and wood.
Chip traders OR from volcano family viruses in the Undernet and Secret Areas that you S rank in Custom style with standard chips.

Rank 9 is in HospComp 2, using the warp point in Beach 1 past the Hosp Security Cube, which is bypassed with the HospCode Mamoru gives you. There's also a blue mysterydata there.

In Megaman Battlenetwork 3 Blue ONLY DarkAura A is available as a reward for completing the Serenade Time Trials. DarkAura is not available in White without cheating. The Time Trials consist of the alpha versions of all previous Navis (excluding Punk, Serenade, and Bass, while Alpha isn't a Navi) which must be defeated in a given time limit with an extra folder. They are available in the Secret Area after defeating BassGS.
Well it's certainly strange answering my own question, but . . . In Blue, the only way I have come across is using the BugFrag Trader in Secret Area 3. It's not a lock, so you'll have to keep at it time after time before you get one. Some sources will say that someone in the DNN studio will trade one. This may be true in White, but it is not true in Blue, unless my ROM is a hack.
