An informal meeting is an unplanned and generally non-arranged meeting. Members of the meeting are usually taking place in a neutral environment like a restaurant.
Notice of meeting is prepared by the secretary inviting all members who are eligible to attend a meeting. Notice usually specify the date, time and venue of a meeting. Notice must be sent to members at least seven days before the meeting. An agenda is a list of business to be discussed at a meeting in order of preference.

Staff meetings are often supplemented with agendas, which are prepared in advance of the meeting. Management in charge of facilitating the staff meeting dictate which items will be discussed at the meeting and on the agenda, and administrative support is often responsible for typing and distributing the agendas. Agendas often include "action items," which are tasks to be introduced or discussed at the staff meeting and completed by their assigned employees following the meeting, usually by a specified deadline. It's unfortunate that the board cannot conduct its business because the behaviour of a few members disrupts the meeting. Usually, unless it's the annual meeting, members are invited to observe open board meetings, and are not allowed to participate unless called upon, or unless a member has an item on the agenda and is invited into a discussion for the item. (Annual meetings usually have an open floor period when any member can speak.) When a board meeting ceases to be useful, certainly at the prerogative of the president, the meeting can be adjourned and duly postponed until a later date. Read your governing documents to determine whether or not they dictate that meetings shall be run under Roberts Rules of Order. If not, best practices dictate that the president state that all meetings will be run using Roberts Rules of Order. This is a convenient and effective tool that meeting leaders can use to control and manage meetings. 'Unruly members' may be an indication of unresolved issues. One recommendation is: The president asks 'unruly' members to write letters -- with one issue per letter -- to the board, and request an entry on the board meeting agenda to discuss the issue. Then during the board meeting, member comments are limited to three minutes (usually), and the board votes on the issue. This way, issues are discussed in an orderly fashion. Once the board has heard all the dialog about an issue and renders a vote, that's the end of the issue. (Education may be the key: members and board members are advised to read the governing documents for this private democracy and work with the board to manage the business issues involved in protecting, preserving and maintaining the real estate that all own in common.)
