Later he can be seen again (and battled) at the Realgam tower and Deep Colosseum.

First, its Miror B and u need the miror rader (which u can get some ways into the game). whenever u see a flashing icon on the screen, click A and it will say "Miror B may have appeared!" Go to items and click on the mirror rader and hit use. it will say where Miror B is. the only locations i have gotten were Pyrite Town (Pyrite Town Colesseum), Regleum Tower (Regleum Colosseum), and the three Pokespots. at the poke spots u can capture up to 2 Pokemon. at the colesseums, though, u can only catch one. ;)
