The final gym is located in Sootopolis City. To get there you should start from Mossdeep City, surf south for a bit, then surf west. Look for white rocks surrounded by dark water, dive there and swim south into the cave. Surface in the cave and you'll be in Sootopolis City.
Go up in Sootopolis City and you'll find the Gym, but it's locked. Go get a whole pile of Ultra Balls from the Pokemart then head north until you find Wallace and Steven. They'll take you to the Cave of Origin where you'll battle Groudon. Good luck! Once you've battled, a whole bunch of stuff happens, then you'll be able to get back into the city and into the Sootopolis City Gym.
