you go to the weather institute west of fortree city and talk to the guy upstairs, he'll say something like- "there's heavy rain in route___ that might mean..." well go to that route and you will find a dive spot that was not there before, dive in it and you will see kyogre. for groudon the weatherman will say- "there is a draught in route___ that means..." go to that route and there will be a cave that usually is not there, go inside and you will see groudon.
p.s. take tons of ultraballs and a Pokemon with some moves that will put it to sleep or freeze it or paralyze it, i failed to do so and it took me forever. save before you battle them.
In Pokemon Emerald, Groundon and Kyogre are legendary Pokemon. You can find them in the Marine Cave and the Terra Cave.
You can't get Kyogre in Pokemon Ruby but you can get Kyogre in Pokemon emerald and sapphire and in ruby you only get groudon and rayquaza. In sapphire you get Kyogre and rayquaza and in emerald you can get groudon, Kyogre, and Rayquaza.

if you mean kyogre then you cant catch kyogre in ruby (sapphire and emerald only)
Kyogre is not found in Pokemon Diamond so you will need to migrate it from Ruby, Sapphire or Emerald.
The best water Pokemon in Pokemon emerald I believe is Kyogre. kyogre is probably the stongest but i prefer a swampert if you don't like legenderies
