Well personally I found it way way too boring searching 5 times on every square considering you only find them on 6, so I just did one and I found a Feebas very quickly.
Maybe both, but i mostly think you just have to fish 5 times in the same spot.
To catch a milotic, you'll have to go fishing. There is a chance you'll hook a Feebas. It is a veryrare chance, though. Once you catch it, you have to evolve it. It evolves into Mitolic.
You get it in Mount Coronet. There is a lake inside and you use the old rod and feebas are rare though. You can also migrate one from emerald or sapphire. Or you can get a milotic and have it get an egg. i hoped i helped! :D
i am sorry,but there is no explorer kit in Pokemon emerald. there is an explorer kit in Pokemon diamond and pearl though.
You can get a rigirock on Pokemon Emerald in the Desert Ruins.But you need to unlock the Rigi's though,before you can attempt this.

Rippling water tiles have a 5% chance of being a milotic.There is also a 60% chance of encountering a feebas, the pre-evoloution of milotic.
