To even be able to come across lugia, you will need a silver wing. (A Silver wing is obtained once you defeat team rocket in goldenrod city.) Once you have the silver wing head to the whirl islands(you will need hm06 whirlpool (given to you by lance after beating team rocket in Goldenrod City). Look on your map to see where whirl islands are, unfortunately the path to lugia is quite long once your in the whirl island caves. But my advice would be to look up the maps on a Pokemon helper/guide/info website. I recommend not using your masterball on this Pokemon, just save beforehand so it wont matter if you kill it, or it kills you. (Save your masterball for the legendaries that apear in the grass).
