You get the Riding Certificate after achieving Diamond Mastery in the Take Horse-Riding Lessons job in the Off-Campus section. By the time you get to the Diamond tier, you'll need the following:

Energy: 72

Sisters: 1

6 pairs of Fryer boots

6 pairs of Rayban 3286 Sunglasses

You'll also need to buy the Equestrian Outfit from the Athletic Clothing section of Glam before you can do Take Horse-Riding Lessons. It costs $52,500.

Once you have the Riding Certificate, you can go on to the next job, which is Work at a Stable.
