Most can but usually they have to both be on Imperium or Xenos for example Space Marines can't ally with Tyranids, but on some occasions Xenos can ally with Imperium. The Warhammer 40k Rulebook outlines which races may ally with each other.
Answer Simplest answer is no, you cannot. There are exceptions though, for instance, a model that has been converted with other parts, that's allowed. Another instance would be if you are playing with the Apocalypse rule set, which would mean you play with 3000+ points a side, and are allowed to play a mixed army. Some armies, especially Sisters of Battle and the diffrent Inquisition armies, are allowed to mix in Imperial Guard and/or Space Marines.
No, unless specified in the appropriate codex.
Exceptions are apocalyptic battles (see the alliance matrix), and friendly games.
You can create your own chapter by mixing two. The rules however will have to be from only one codex. You can't mix rules between codices.

i think ants in the Amazon do it because they go in armies. I guess they makethemselves look bigger or they bite their predators. Cause, one bite isn't painful. But a bite from 600,000 ants hurt a lot.
