If you are dual wielding, you might consider a combination of Swordbreaking and spell breaking. This will give you an additional 2% parry chance, 2% spell deflection, silence duration and disarm duration reduced by 50%.
The best armor kit or leg armor kit? This depends on if you are tanking or dpsing. The jormungar leg armor is the tanking one and the icescale leg armor is the dps one. Enchanting the other pieces of armor would be better for dpsing as the armor kits dont add strength or other stats.

Dual wielding as a tank will not really be viable once Cataclysm comes out as Blizzard is making the Blood talent tree THE tanking tree. You should probably use two different runeforges as sometimes the runeforges do not stack with each other.

Death Knights can be a tank and dps. It all depends on where they spend their talent points and the gear they have. They may not be the best main tank, but they are defiantly great off tanks. In the upcoming expansion Cataclysm, due out in late 2010, the Blood tree will be the tanking tree.
Any race can be a Deathknight. The only choices you have to make is what faction you want it to be, Horde or Alliance, and race. There is also no "best" race for a Death Knight. At the level DK's start, there is not any appreciable different in the passive racial abilities.
That depends on personal play style, whether you like PvP, or PvE, and whether you like tanking or dps'ing in PvE. Arms is good for pVp, and PvE has fury for it's best dps spec, but the tank spec should only be picked if you like Tanking in PvE.
Blizzard designed the Death Knight as a class for which you could combine talents from all three trees to tank. As WotLK progressed, however, it more and more turned out that the Frost tree (Dual-wielding and Mitigation) was the tanking tree to go for. One single talent never makes a tank, it requires a combination of talents to get there. Talents like Toughness, Improved Frost Presence and Unbreakable Armor help mitigate damage, while the various cold-based and dual-wielding talents improve your threat. From the Blood tree, Blade Barrrier is a good talent to take, and you may look into some of the others for Threat or health regain. The Unholy tree features Anticipation, which increases your Dodge, and Morbidity, which increases various effects of Death Coil. If you go down this road, you may want to take the Lichborne talent from Frost, as you can then use Lichborne to become temporarily undead, and heal yourself with a Death Coil if needed. In most cases, high-end tanks nowadays are Frost/Unholy, but once the next expansion comes, Blood will be designated permanently as the tanking tree for Death Knights.
