Currently, (October 09, 2010) Mages can get a Water Elemental pet starting around level 30-40ish. It is gained via talents sorta deep in the Frost tree. Currently it lasts about 45 seconds, with a 3 cool-down. It comes with two spells, Waterbolt and Freeze (ranged target-able frost nova like spell). You can get a glyph to make the elemental permanent however it will take away the Freeze spell.
When Blizzard releases the new talents and spells that will be in Cataclysm (coming 12/7/2010), Frost mages will have access to the water elemental as a permanent pet starting from level 10.
If you kill stuff that is your pet level, they will get experience points as well.
Pets in World of Warcraft can only level up if they are lower level than their hunter master, and by attacking foes that would give the master experience. For instance, a level 50 pet of a level 50 hunter would not level because then it would be higher level than the master, which does not happen. And if a level 50 pet attacks level 30 creatures, it gets no experience because the mobs are too low level.

The Hunter pet becomes available from level 10 on, so at any level at or after 12 you can do the quests and get hunter pet skills. If you mean that your pet is still level 10 and you'd like a higher level pet, simply take it with you, it will level soon enough. You can also abandon it and tame a new (level 12) pet.
You can buy bets from different vendors or on the Auction House. Also hunters can capture their own pets at level 10.

To get a Water Elemental as a pet for a Mage, you require two things: First, you need to buy the talent "Summon Water Elemental" which requires you to have already spent 40 points in the Frost talent tree. This means you can get it at level 50. Second, you need to buy and slot the Glyph of Water Elemental, which turns your pet from a temporary summons into a permanent controllable pet, at the cost of removing its target-able Frost Nova.
