How do you find him?
Start at the mout of the cave to Dondongo's Cavern (this might be covered with a rock if you have not opened it yet). Start walking up the path. Walk for a little way, and then stand still. A goron rolling down the hill carrying a bomb will surely run into you, knocking you over and ridding you of some of your hearts.

Talk to him and after a long and boring conversation about the Fire Temple and Volvagia, he'll tell you how to get into the Fire Temple and will give you the Goron Tunic. Another way is to get the largest wallet and buy it from the general store, but I don't think that's possible at that point in the game unless you use a cheat.
