Battery cable connections broken or battery busted.
Open the front passenger door and remove the plastic cover on the right side of the dash.
Under your hood there should be a diagram. a sticker on top of the radiator...in that area. If not you could probubly google "Belt diagram for 1998 buick regal" image search. make sure you get the right diagram for you motor.
If the outside temperature gauge is not reading the right temperature on a Buick Regal, perhaps it has become damaged. It can also not read the right temperature if it is wet or covered with dirt or snow.
Orange liquid leaking from any vehicle is usually a sign of a leaking cooling system. If the location is in the front then it is likely an issue with the radiator.
It is located on the front side of the engine on the transmission side. It screws in right behind the front exhaust manifold where the manifold bolts to the crossover pipe.

The power steering dipstick is made into the fluid filler cap. The power steering unit is on the front of the motor, and the cap is right on the top of it.
Hazard light on the 1991 Buick Regal is on the right side of the steering column. It is an unassuming black rectangle which slides up to activate.
Drop the fuel tank, then it's right there.

I have a 1991 Buick LeSabre and I believe its on the passenger side in between the firewall and engine. I believe it becomes more accessible if you take off the right front wheel and then remove the wheel well plastic shroud.
