Fasting means NO EATING. Religious or medical the fact that you are fasting excludes all forms of consumption so the answer would be no chicken or turkey is not allowed.

Yes. There are Ramadan celebrations all over Turkey, even along the Western seaboard where people are traditionally more liberal and may be less inclined to fast. Unlike more religious countries, though, it is socially acceptable not to fast for Ramadan and there are numerous restaurants that will stay open during the day without issue.
