Ancient Greek historian Herodatus and other sources record the culture-wide phenomena of mummification in Ancient Egypt. The poor, and commoners were indeed able to access the process. I'm not sure where this notion that it was not available to the poor comes from? Yes, they had an inferior process, but even Ancient Egyptian pets were mummified to accompany their owners to the afterlife.
Both poor and rich were mummified because if they were not then their bodies would rot. However, when they buried possessions with the body, rich people normally had shabtis to serve them in the afterlife. The rich also had better items than the poor people. Poor people were just wrapped in linen and buried. The rich would have tombs and coffins and priests would recite spells so that evil would not harm the rich on the way to their after-life. Only people who could afford this process would go through the mummification process. : )
