Unfortunatly, unlike suicune, you must find them randomly in the wild. they can be anywhere. i recommend searching near spots hot/like fire for entei, and like a thundery/electric place for raikou. you can also use any repel and they can still appear. i reccomned using max repel and using sweet scent. happy catching! I'm having the same problem now in my Pokemon Crystal game. I've played through the game before, but I remember being able to "track" Entei and Raikou through my Pokedex and was able to catch all three. This time I caught Suicune pretty early after seeing them for the first time, but afterwards I noticed that I didn't have the other two dogs in my Pokedex (even though I had already encountered them all once in the tower). I managed to find and catch Raikou but not Entei, so I think that they must still be out there even though they're not in your Pokedex. Keep on searching and using repels in Johto and you'll probably encounter them sooner or later! Hope this helps!
