In emerald version how do you catch a toadadile?

When you get all the pokemon(i mean catch them), talk to rowan. He should give you a choice of the three starters, toadadile, cyndaquial, and chickorita...I han=ve no clue how to spell the and too lazy to get my full pokedex...
