Can you create a charcter on gears of war?
Unfortunately you cannot create a character for gears of war in the game. However you can in multilayer select the character model you would prefer to play as. For example, you could play as the fan favorite Anthony Carmine. Or the main player for the campaign, Marcus Fenix. The same can be done for the Locust, so you could play as a simple locust drone or you could play as the well respected general RAAM. You can do this by going to the options on the pause screen. There in the multilayer section you can select your character.
