In the United States local government is generally meant to be a county or city government within a US State. At the lowest level the citizens have the best chance to have their views and suggestions best heard by local officials who can then pass them along to State government officials.

Also, most US Congress members conduct town meetings within their voting districts to either pass along information or gather opinions of their constituents.
