The garage you are asking about is unlocked, you get a guy called Steve (i think) send you a text message to pick up some cars, he send you a pic an the location of the ride (but there ain't a marker, you have to find it yourself) then when you got the ride you take it to the garage. A bit like what you do for brucie with the emails but this is a bit harder because the ride ain't marked on the map.

I believe what you are referring to is the garage where you deliver the cars you steal from the guy who sends you text messages with pictures of the cars. After you steal all the cars the guy wants, you can deliver any car you have stolen that will fit in this garage, and he will pay you for it.
