The Bible speaks of "three heavens."
The first heaven is the breathable atmosphere immediately surrounding the earth where birds fly and clouds form. In this heaven, men fly, skydive, and do any number of both "ordinary" and daring things initiated at altitude that may or may not be wise to attempt.
The second heaven is "outer space" that begins for humans at the edge of earth's atmosphere. This heaven is inhospitable to human existence... requiring extensive advanced technology to approximate and maintain earth's atmospheric conditions just for the survival of men in this vacuum. Yet man has managed at great expense to make it possible for some few men, in a greatly limited capacity, to fly in this heaven.
The third heaven... which is the place [or dimension] of God, the Father's, throne. According to the Bible and Jesus Christ, Himself... no man has ever gone to this heaven, except Jesus Christ... who came from there, originally [see John 3:13]. All other scriptural passages and accounts of this heaven, that seem to suggest that some have gone to this heaven, reveals that they found themselves there IN A DREAM or VISION.
"...Let me tell you about the VISIONS I've had, and revelations from the Lord. Fourteen years ago I was taken up to heaven for a visit. Don't ask me whether my body was there or just my spirit, for I don't know; only God can answer that." (II Cor.12:1-2 LVB Living Bible)
Dreams and visions seem real to us... but they are still "spiritual" and "thought processes" and not physical, as man's visits to the first two heavens are; and as Jesus ascended into the clouds to the third heaven of His origin.
Of this, God tells us: "...Hear My Words: If there be a prophet among you, I the Lord will make Myself known unto him IN A VISION, and will speak to him IN A DREAM." (Num.12:6)
So, according to the Bible... there are no MEN at all in the third heaven to fly around, except Jesus Christ. But all the scriptures regarding men's "VISIONS" of this spectacle tell us that Jesus either "sits" or "stands" to the RIGHT of His Father's throne. There's no mention of Him flying.
"...The Lord said unto My Lord, SIT thou on My Right Hand, until I make thy foes thy footstool." (Acts 2:34)
"...he [Stephen] being full of the Holy Spirit, looked up steadfastly into heaven, and saw the Glory of God, and Jesus STANDING on the Right Hand of God, and said, Behold, I see the heavens opened, and the Son of Man STANDING on the Right Hand of God..." (Acts 7:55-56).
