Javascript is a client-side script, meaning the only things it can do - without extending its reach into AJAX involve the DOM. If you want to ban someone on a forum, for instance, you'll need to have access to the database, and either use simply PHP, ASP, or whatever the forum is built with, or a combination of one of the aforementioned languages with the AJAX side of JS to ban someone. But that requires direct access to the server. From your request, I'm guessing you don't have access to the forum's ACP, and hence, not the server either. In other words, it's not going to happen.

Countries agreed at the Montreal Conference to ban the use of chlorofluorocarbons (CFCs). It was clear to everyone that CFCs were damaging the ozone layer and this could lead to severe damage to humans. This ban has been the most successful international intervention ever. No CFCs are now being released and scientists hope the ozone level will have self-repaired by 2060 (CFCs hang about in the atmosphere for up to 75 years!).
That would be a matter of individual opinion and could be debated endlessly. Generally, bans of any kind are a bad idea on the basis that they can turn normally law-abiding citizens into criminals and of course that ban has to be enforced at cost to the law-makers. In this case, the ban is in the interests of safety and can be considered a good idea on that basis. However, life would be rather boring if everything was super-safe with all risks eliminated. Carry on debating this at your leisure. Edit: I would like to add that most people who live in mobile homes cannot afford to buy a house. Telling them they cannot own a mobile home would leave many of them living on the street, and drive up the cost of apartments as the thousands of now homeless people tried finding a place to live.
