Ralph told him he could be the leader of the choir boys and then he made his own group of only himself until people from Ralph's side went to Jack's side. :)
The leader was chosen by every body voting for Jack or Ralph.
the boys find ralph holding the conch when he blows and and elect him leader over jack. Its around page 30 in my edition.
The vote was between Jack and Ralph. When all the boys voted they chose Ralph as their leader. :)

In Lord of the Flies Jack had two quests. First and foremost he wanted to be the leader, he wanted power over all of the boys on the island. Jack's second quest was to hunt and kill.

When the boys elect Ralph as leader, in favour of Jack, Ralph puts Jack in charge of the choir and asks him what he would like them to be. Jack replies, "Hunters."
He says that he will protect them from the "beast" and that they can have meat with him and the warmth of the fire.
