No. This is a modern idea. Weapons had one function and that was to kill people. They weren't seen as decor. Many weapons were also tools. When there was a war the peasants brought their farm tools to use as weapons. Most men carried a weapon with them, on a belt, or in a boot. The tradition of shaking hands comes from showing that the person didn't have a weapon in their hands.

A shield is not a weapon, but defensive. The shields I have seen in museums were not decorated. They were wooden with a leather over the front of it and two metal handles on the back. The Pictoral manuscripts didn't show the reality of what was happening.

The shield has long been defined as part of 'arms', and not 'armour', so questioning the nature of the shield is somewhat a moot point. Furthermore, shields being 'undecorated' flies in the face of all historic evidence. Shields were -richly- decorated- such as the Seedorf Shield (a known archeological example of a richly decorated 12th century shield hung for decorative purposes).
The belief that pictorial documents do not show 'the reality' of matters without any evidence to directly undermine them is part of the post-modern lashback of the late 20th Century and quite simply outdated in modern academic historical study.

Furthermore, you have claimed that weapons were not 'decor'- yet endless academic work has been produced proving they were to an extent precisely that- decorated items as much as a mark of rank as a weapon themselves. The concept that most men also went about armed is also defunct- there were specific laws forbidding men to carry weapons beyond their rank, and only then within limited circumstances. Most men would wear a knife, but as this served as cutlery and a tool, it is unreasonable to class it as a 'weapon'.
