Trill to Gb (F#)
Definitely not. Trills are common for flutes, for sure, but there are many other instruments that musicians with the proper skills can execute a trill. Piano trills are popular in classical music. Clarinets, guitars, some brass instruments (with a lip trill produced by changing the embouchure), oboes, and bowed instruments (especially the violin and viola) all can play a trill. Talented vocalists can also trill.
Tr stands for Trill which means to change from one note to another repeatedly. It is sometimes called a shake.

To E: for low and middle D, trill the ring finger on the right hand. For high D, trill the ring finger on the left hand. To Eb: for low and middle D, trill the pinky on the right hand. For high D, trill the pinky on the left hand.

The highest note a modern Flute can play is a high F. It is 2 octaves higher than the F written on top line of the staff. The fingering is your 2 middle fingers down along with the D# trill key, no thumb. This note isn't usually written except in very advanced music because it requires a very strong and precise air flow to produce the sound.
