You can find the Fossil Maniac in Fallarbor Town, he is just a person who likes fossils I guess. There will be a guy in the Fossil Maniac's house who will give you the dig TM. P.S. I think there is another Fossil Maniac in the dessert near Mauville City who will be standing next to two fossils. (You can take one of them, one is Onamyte and the other is Lileep)
