No, As of yesterday, Training bows and arrows are now available again for purchase from Beefy Bill for 55 gold and 8 gold, respectively.
Some options include magic combat (which is now much cheaper than it used to be), doing high alchemy, and training in the Mage Training Arena.
It is currently impossible to get any more training bows in RuneScape. They used to be given out by the Ranged Combat Tutor in Lumbridge and sold by Beefy Bill, but these options have since been discontinued from the game. The only arrows that can be used with the training bows are training arrows, which have also been discontinued. This renders the training bow useless and as a cosmetic only weapon now as once the arrows have been used up, there is no way to shoot with the training bow.
im not too sure when you asked this but if this is a long time ago then i would say killing monsters for it(certain ones for shields and certain ones for certain shields)or buying it from ther players.if this is like now or recently so like 2008 or 2009 then buying from players is fast and from the grand exchange.

Everything on runescape classic got xferred to your account in rs2. This is how rares happened. Eg, disks of returning. After the wilderness update, the trade update and the Grand Exchange update, many people wanted to play Rsc again. So they re open it to anyone else that wishes to play every 6 months.
