Actually, you can get another sims to ask you to move in. I'm not sure that its the same on the iPod App but on the computer game you can. am not exactly sure how, I think you have to use a lot of friendly interactions and it will give you the option to move in with the other sim.

∙ 13y agoGo to the menu button. Press edit town. The press a bubble that when you roll over it, it should say "Change active household." It should have some houses on the bubble. Then, choose the household that the sim you want to ask your sim to move in. Later, after you are already playing that household, then you ask your sims to move in. Save.

∙ 13y agoI think you can invite them round from their country and build a good relationship with them while they are at your house. Then you can probably ask them to move in.
