I' d recommend that you first check that the sims in question aren't related in any way. If their relationship is high enough, I'd check their mood. To find the action, the 'Special' or "Romantic' interaction menus could have what you need.

∙ 13y agoTo fix this problem you will have to go to Edit Town then click on your household. Then click split household and put the Sims who are not doing what you tell them to do to the right. The Sims you have moved out of the house will have appeared in a small box to the top left hand side of your screen, click on the box and click merge with... and then click on the household and move them back into the house.
