You can only became a King or Queen when you are born into the royal family, and if you are next in line to succeed the sitting King or Queen. That is why Napoleon could never be King of France. Because he wanted to reign the country anyway, he decided to make it into an Empire, because "anyone" can become an emperor, you don't have to be born into royal or noble family for that, and that way you can still reign the country.
