At the end of the book, Jonas discovers that his father kills the old and young that are expected to leave. Like when an elder has served their time or a baby can't stay for some reason. This doesn't necessarily mean that the people of the community are cruel, they just don't want their secrets out.
When people get released in "The Giver" someone gives them an injection which makes them die and Jonas' dad did that to onen of the twins, then Jonas' dad puts the twin in a box and throws the bow down a shoot like thing which Jonas' said looks like the garbage shoot in his classroom

When a person is released in "The Giver," they are euthanized by lethal injection. This is the community's way of maintaining order and preventing those deemed unfit or problematic from causing disruption. The individual is essentially eliminated from society and all memories of them are erased from the community's collective consciousness.

It is someones job to do that. For example there are twins and the smaller twin gets released so then that way the community will not get confused by who's who. The smaller boy gets killed by putting the baby to sleep with a needle
